Can this recover an earlier version of a photo?

No. It adjusts visible pixels only. Covered, deleted, or heavily distorted information cannot be reconstructed by this tool.

Does my photo leave the browser?

No application code sends the photo to a server. The file is decoded, processed, and exported in browser memory. Hosting/CDN services may still process standard request data such as IP and user agent.

Why is the result different on some devices?

WebGL 2 is the primary renderer. Browsers without it use a simpler Canvas mode, which hides unsupported distortion controls.
